I'd interpret it as speculation

I'd like it to mean that the warden is bringing about a 1-hand and rune skill line which makes sense as dual wield changes in the recent update on PC

they did, but then Konke or what was his name, left ZOS, it was his idea, so I would say, they for sure did not scrap it totally (as it is an awesome idea), but it will not come now, maybe I would guess, next year with the next expansion like Vvanderfel this year..
