Furnishing NPCs still affected by justice system even in Cyrodiil/Coldharbour

So I've logged in to my criminal character tamriel mass genocider that has 4 million bounty on his head. I went to Cyrodiil and the "Home Goods Furnisher", "Achievement Furnisher" they did not want to talk to me, they said I need to clear my bounty first. But on every other NPCs and merchants in Cyrodiil I can still talk to them and buy/sell stuffs. This is weird.

I went to Coldharbour as well, and the Furnishers NPCs there still did not want to talk to me, "CLEAR YOUR BOUNTY THEN WE'LL TALK" or something along those lines. But EVERY other single npcs in Coldharbour, I can still interact with them.

What?! Why can I talk to other NPCs & Merchants in Cyrodiil and Coldharbour but not the Furnisher NPCs? Those zones are supposed to be outside the Justice System.

    Still exist. Is this bug or intentional? If it's intentional it makes no sense, it only adds inconsistency within justice system.

    thanks... but which way? Is the bug that the bounty is ignored by some or that it is counted by some merchants in those zones?
