Gear and Stat impact while leveling in One Tamriel

How much do stats and gear matter while leveling? I know One Tam boosts you while you level 1-50. So I was wondering if it really matters if I have an extra 10 points in Magicka or even level armor.

I ask to help me troubleshoot. For example, Deltia has some Templar leveling guides but he uses all Blue Seducer gear. I wonder if that has a huge impact or a minor one? Maybe his damage is crazier than mine because I have crummy gear? Or maybe scaling makes that irrelevant?

Level appropriate armor is even more important than it used to be. Scale factor depends on quality/level of your armor, you start feel DPS lost if your armor is only 1 star on character ***. When I changed lvl 16 blues to lvl 30 blues my DPS went up about 30%. It make large difference if you are leveling through grinding and practically does not matter if you are questing.

Your scaled attributes are proportional to your real attributes, so it is still important.

But sure if you are high CP all above is less important.
