Originally I thought (along with everyone else) that Clockwork City would be its own DLC.
One thing to note is that we have plenty of video footage of the "Clockwork City" DLC. When we finally get to enter Trial 5, we will be able to tell if we are seeing the same thing we saw in the old trailer and determine this for sure.
Personally, I think Clockwork City may still be its own separate DLC for three reasons:
1) Rich Lambert mentioned on stream that Trial 5 was located in a small part of Clockwork City, but not that it "was" Clockwork City or anything else related to it. Just a small part.
2) We apparently aren't going to see Sotha Sil in this trial according to the Twitch stream (or at the most just a tiny bit). In the video we see a sort of concept art displaying Sotha Sil. Seems odd to not include him in this DLC if it truly is just a trial.
***3) This is what determines it: Will this Morrowind expansion continue the main quest after it was left off after Orsinium? If it does then it is truly the "Clockwork City" DLC. Ido not think it will but could def be wrong.
From the announcement video, the Morrowind creative director said that you do not get into the full Clockwork City in this expansion, but that in the June release you do go to a Clockwork City workshop. (I think the new trial). He also hinted that clockwork will be a future dlc...more than a hint, really. I think they've more or less confirmed it will be a Morrowind dlc.
However, this does not mean that Morrowind won't continue the prophesy you mention. That refers to Sotha Sil being "found," not entered. Morrowind could move that plot forward with entry to Clockwork coming later.
They have said a "part" of Sotha Sil will be in the expansion.
Combine that with the fact this expansion can be played from the start (to the point of having a brand new tutorial for newly created characters that wanna jump right into Morrowind first thing) makes me think what you're asking for will be a later DLC/expansion.
I don't really see that as being something one would or should immediately be able to jump into with a new character (even though, alot of the alliance zone quests can be played out of the order intended..
seriously, you can go straight to Trollhetta with a new character and start the final quest of the Ebonheart Pact first thing if you want. All the main Ebonheart NPCs there will talk to you as if you've done all the other Ebonheart zone quests even fresh out of the Coldharbour tutorial. I have it and Holgunn's first quest in Davon's Watch both started on one of my toons at the same time in their quest journal.. kind've an oversight imo '-_- )
They could also have alternate dialogue written for that particular story in the case that...
you haven't beaten the Harborage story or Orsinium yet prior to it.
Maybe the part they do add in the Morrowind expansion is a tease or prologue of sorts to what you're thinking of.
