I'm predicting that Coag Blood will now heal a DK based on some Tel Var to Gold carried ratio in addition to a percentage of missing stamina.5 -

Yeah, it's a lot nicer to see where the developers are at least coming from, so if I disagree I can think of solutions that keep their intent for the changes in mind. And it shows that balance at ZOS isn't spinning a wheel and changing the skill/mechanic it lands on.
... I think, anyway.
