Max health reduction and execution question

1) Desto Pulsar ability: "Reduces enemy's Max Health by 10% for 33 seconds"
2) Storm Calling Mage's Fury and morphs: "If target enemy’s Health falls below 20% within 4 seconds, an explosion deals an additional [y] Shock Damage"

Doesn't it postpone the moment to execute an enemy affected by Pulsar?
Like 100K Max HP enemy can be executed as soon as its HP falls to 20K, but after Pulsar its Max HP is 90K and it can only be executed not earlier than 18K HP.
For like 500K HP the gap is even greater: no Pulsar - feel free to execute since 100K, Pulsar - execute since 90K.
And so on.

It is based on Base Initial Health. Taking into account debufs and such just adds calculation complexity and exploit avenues with no real overall benefit to the combat.

No. if the health of the target is below 20% wrath will do extra damage regardless of debuffs on the target. However, pulsar doesn't work in everything. VMoL(and probably nMoL) pulsar doesn't reduce the targets health with trash mobs. Obviously it's not going to work on bosses either.

Well, I hope so. I hope that execution %-age is not calculated from the max health debuffed by Pulsar.
I made assumtion based on the skills descriptions. I'm glad if the assumption is incorrect.

I'm still not sure if the execution trashhold is computed of the base max health (not the debuffed max health).
The skill descriptions might needs to be clarified.
