There are some sets that provide an overall long group buff to stats like stamina and magicka, otherwise we have DK that gives short buffs like molten armaments or otherwise skills like warhorn and so on.

Ahhh so dk gets the most buffs for groups?

I'd say healer has more sets geared towards that.

Giving up a dps slot for a buff slot means you're basically just buffing the one remaining dps character. You'd be better off just being dps yourself. You say you're not interested in a healer/buffer so your next best bet is a tank/buffer. If you're talking about a 12 man trials group, there may be some potential there, but the best group buffs are usually covered by all roles. Night Mother's Gaze, Ebon, Spell Power Cure are provided by dps, tank and healer respectively most times.

How would you know though? If your increasing group dps by buffing and debuffing anyways by taking up a few slots it wont make much if a difference in fact it might give the group more depending on what you are. I have seen a few videos before on similar characters by popular youtubers who do say these are viable. I was just curious who provides the most buffs like that.

He would know because he obviously has played the game and you seem to not have set foot in a vet dungeon or trial.
There are no buffers in ESO. Classes are designed to provide buffs while doing their task as DPS/Healer/Tank. You can play all of those three roles at once, but you cant play none.

Most of the guys in trials try to get at least one skill for buffing or helping with healing in their rotations. Besides passives do that. A toon providing buffs that are already covered by others is nt good idea and you are losing one important role.
