are housing achievements account wide?

This is not a request to make achievements account wide, I just wanted to know if the achievements for owning a house are unlocked on all characters including new ones upon creation as houses are account wide and it would suck to be locked out of a title because you can not purchase a house twice.

I've only read that some achievements are a pre-requisite for purchasing a house, but that once purchased it's available to all of your characters.0 -

Count - Obtain and enter the three notable homes (Serenity, Chateau, Overlook). Title: Count
Lord - Obtain and enter Daggerfall Overlook. Title: Lord

Councilor - Obtain and enter Ebonheart Chateau. Title: Councilor

Edited to add: To collect the notable property titles on an alt when you already own the property, just visit it with that alt.
