But you're increaseing Lightning Staff AoE damage:
"Lightning Staves: Increases your Area of Effect damage dealt by 4/8%"
So Eye of the Skill essentially got a buff. All you changed of EoTs is that some people will be switching from Fire to Lightning staff.
Homestead is great, but you Devs don't know ANYTHING about balance. Does anyone over at ZoS bother to watch Deltia, FengRush, or Sypher? I'm not praising their streams and saying they know EVERYTHING, but they voice pretty common concerns about balance to this game.

I can't believe that anyone at all still defends this ultimate. If you spend any time at all in PvP, it's literally what every single fight involving more than 6 people boils down to; who can destro bomb who first.
If they decrease the damage further, they also need to decrease the cost or increase the duration.
This ult is very expensive and only deals damage, it should be lethal and impactful once you have enough ultimate to cast it and decent players or groups with heals always survive it, so 250 ult wasted for nothing.
This is from a 1vx or 1v1 perspective of course. 1 single cast of this is far from being too strong or worth its cost.
It's only strong when stacked (like most things in the game, shields, proc sets, magicka detonation etc).... so maybe they could make it so, that not more than 1 elemental storm can affect the same target.

Shoot even less that than. I usually roll with 3/4 people in Imperial City. Zergs will see us and pop Destro Ult at the start of the fight. PvP had become "who pops EoTs first wins", even in small groups.

Why are you still bitching about this? Maybe you should learn to read actual posts by the devs. They said that they intended for EotS to be this strong. Don't expect them to nerf the damage or make it so you can block. That's how they designed it, get the *** over it. I've died to it a million times, who *** cares, it's a game.

Lol, you people never learn do you? So this is the next great anti-zerg weapon, just like Vicious Death then Proxy Det were supposed to be? Then what happened? Oh yeah the skilled raids, er... I mean zergs adopt it and used it against you because they can sustain dedicated heals. And tell me how it is easy to avoid when you have to storm a breached keep and are forced, by nature of the inside, to fight in a small place?
I think there are other serious issues with PvP and this ulti is not at the top of my list but your point is ridiculous.
Do you actually play group pvp? All it takes is 2 NB destro prox bombers force critting their destro ults to wipe a full raid single handed. The meta of GvG gameplay is the most braindead it's ever been since Frag Shield could one shot raids.I can say with pride, that I have never died to elemental storm and I rarely manage to kill good players with it. It's so easy to survive, I don't see the problem.
I know many things are lethal when stacked on you by several player, so are cost poison and as Eric Wrobel said, you are not supposed to survive when so many players are on you.
Elemental storm is far from being OP, it's perfect as it is, just the stacking is the problem.
Stop nerfing it for solo players, that's not needed.
Cyrodiil (the PvP map) is open-world and supports up to 2000 players in it at the same time. ESO’s client is designed to be able to handle (on the recommended spec) 200 players on screen at the same time.
