Regarding the PTS Patch Notes: Update 13

I am posting this thread to help clear up some information that alot of people are misunderstanding right now. There are two things about these patch notes that many players are failing to see. These two things are this:

Firstly, these are not the offical patch notes. These are patch notes for their test server, not their live server. So when the update is released, all of the information they posted is subject to change. If these were the offical patch notes then they would post it in the proper forum section under Patch Notes & Hotfixes. Since they posted in their Public Test Server section of the forum, then these patch notes are for their test server, not for the offical game.

Secondly, many of you are under the misconception that the primary focus of this update was to balance PvP and PvE combat. This is incorrect. The main focus of this update was development and release of Player Housing, not combat balancing. Now Zos made a "Sneak Peak" thread about what they were going to do about combat some time ago. They said what they were going to do with combat, but they never said that combat balancing was their main goal of this update. We've known about this update for a quite some time now, we've known that this update was about the release of Player Housing and that has been the main goal/focus of this update.

Many of you are getting angry over the "lackluster" content of combat balancing. But this content was never their intinal idea or plan. Combat balancing in this update is not the developers primary goal, it's not their secondary goal, it's their third goal. This update is about releasing Player Housing, fixing game issues, and finally doing some balance to combat.

Yes we do know that these are pts patch notes which you fail to remember that most of them make it to the live.
Second,if this is a housing focused update why all the nerfs??
And third,if they try to balnce the game as a secondary goal by berfing everything well that is just plain stupid.

That was the problem... the lack of balancing... skills that werent in need of a nerf like strife and overload that were underperforming got nerfed and useless skills like healing ritual... resto staff ultimate.. nova.. etc are stil...........useless.

My main concern is that i KNOW this wont balance classes and we will be stuck in eternal balance class patches..

Remember, ZOS said that they wont introduce new classes to the game until the game is balanced.... after this patch i can see this happening in 2125

Second, all changes on the PTS do make it to the Live server.... even when theres a bug and people report it... it makes it to the Live.

When they introduced Radiant destruction, everyone on the PTS, myself included said it needed a nerf... well after years of introducing they finally realized what weve been reporting since PTS release.
It makes me wonder if developers play this game or they just look at back end statistics.

Rule of thumb; If it is on the PTS,it will be in the livegame. Bugs included :D

This is true 99% of the time..... :/

I see you are new to the game or at least to how development works here. No worries. I'm sure someone will explain the PTS-to-live without change policy.

U have to test PTS and participate in those forums.

You'll see after three weeks. A lot starts out awkward or sometimes broken and unfinished.

Some things are fixed. Others noted for future fixes

I think you are missing the point.

The current state of ESO's combat system is extremely dull due to various reasons, all of which could and should be fixed. These are issues that have been discussed at exhaustion for the last 3+ months. The players were told there was going to be "balancing" with this update. However, the particular "balance" choices made by the devs are very surprising to a majority of people. The main issues that were being discussed weren't really addressed with a proper solution, IMO. Further, many of the major issues weren't addressed at all. There were also various items that were addressed by the devs that most were not expecting, and many feel weren't needed.

By the history of PTS-to-Live, all of these changes are imminent. Us players have every right to voice our frustrations if we have them, we haven't failed to see anything. Personally, I think these notes are more telling than any other publishing as to how out of touch these combat designers are with the current state of the game.

Patch is garbage, will be on PTS, will go live with 99% of content it currently has, as usual, with some minor last minute ninja nerfs for people to find on live. They do not listen to any feedback or correct any issues, this game is going down the toilet fast. Will enough people remain to even enjoy the housing part, that actually looks good is the question. But, nerfing EVERYONE in both end game trails and pvp takes their desire to keep playing to an all time low.

These patch notes are a slap in the face to everyone who likes to pvp. They are sending us a message that the game is forever going to cater to whoever spends the most money. Generally, these are casual pvers who buy hats, costumes and other things in the crown store.

Firstly, these are not the offical patch notes.

Considering that most if not everything in the pts gets pushed to live, this point is not relevant. We see the direction they are going to take the game and that is down hill. The only way they know how to balance is by making everyone else weaker so that they can say the difference is closer. We are not supposed to notice the 20% - 40% total dps loss this will all add up to.

I have learned to view their updates with concern as i have yet to see anything that was 'good' from them.

I love it when someone says 'just wait, they will fix it before it goes live' because that has been shown to work... 'But they will fix it in the next update' which often just makes it worse.

I dont think too many people really care what their focus is on, it is the collateral damage we all must consider.

I honestly dont care if it was a pvp nerf or a pve nerf, but because it impacts me, i am not paying them anymore. If other people want to keep paying for a game that is not entertaining to them, then that is their own stupidity to deal with.

The real problem is that the society has become so complacent, that they will 'wait for the next update' for years beyond the original point they got sick of it... They will continue to put out these craptastic updates because you will still pay them when you dont want to play the game. They wont give refunds, but strongly encourage long term prepays.

So i wish you all the best, hope you enjoy being milked for money as it is clear we are not supposed to enjoy this game for any other reason...

Which doesn't change the fact that they are still subject to change and thus not something to get too worked up over. In fact, many believe that the overreaction from the community regarding Eye of the Storm on the PTS is what contributed to the problems we are seeing today with it.
Second,if this is a housing focused update why all the nerfs??

Because the nerfs were still needed and there's no reason they can't add some of those on. Besides, it's better to take a bite and chew on it before swallowing rather than try to force the whole turkey down your throat at once.
And third,if they try to balnce the game as a secondary goal by berfing everything well that is just plain stupid.

I assume you meant "nerfing everything", but couldn't hit the right key in your frothy mouthed rage. At any rate, they aren't nerfing everything. A number of things got buffs, and a few got total reworks.

    1) Usually the PTS notes are the live notes with very few exceptions.

    2) If the main goal of this update was to introduce housing and not balancing - they epically failed. All positive things about housing and other changes that were good such as more cc immunity, cloak buffing, RO nerfing have been completely overshadowed by these sweeping changes. And I do mean sweeping. Balances are needed and everyone knows it. The people who cannot admit this are simply afraid of losing their edge. So again, if this was not supposed to be an update to balance things, why oh why did they make changes to further unbalance things pray tell...

    I'll wait.

You do realize that if they don't cater to people who spend money, then they don't make any money, right? ESO would die out pretty quickly if it was balanced entirely around the sort of people who die of exhaustion because they'd be a filthy casual if they took a break to do things like eat, sleep, bathe, etc.
