Do you intend to introduce new skill lines?
Yeah, we have things we want to do after One Tamriel and housing. But you know, for Thieves Guild and Dark Brotherhood we introduced new skill lines and we like to do it from time to time.
Are you potentially interested in adding new classes in the future as well?
Yeah, maybe some day. We all have ideas but for now we’re focused on One Tamriel which is a huge change behind the scenes for the game, with players of all levels playing together, so we want to do all that before we start adding new things.

It's also possible they could just be added as skill lines.

This is classic fishing for a response - developers dangling possibilities out there and seeing what kind of reaction they get. Simultaneously dropping these skill lines back into the client so they could be datamined, which they were a few weeks later.
Even at this point they may intend to add these skill lines to the game but not have decided how. My guess would be that they'd prefer to add a new class - having only four and no nature themed ones is a bit weak compared to the rest of the market - but there are pros and cons either way.
