Yup, can get behind that.
In PvP, you usually have to either pressure your enemy or put him into a moment of vulnerability, being stunned/feared for instance so you can try to burst/execute him down.
But Reactive Armor even removes this chance to take out your opponent, without effort from the player wearing the set.
Now, to not completely ruin the set, a damage reduction of 20% (instead of 35%) sounds like a reasonable compromise. Or keep 35% but restrict it to "while stunned or feared", so not everything gives free damage reduction.

And while we are at it, can we take a look at other sets, too?
