Grothdarr proc - bug or intended?

Description of this set says:

"When you deal damage, you have a 10% chance to create lava pools that swirl around you (...)"

I discovered today, that this set procs even when you don't deal damage.
You just need to jump into lava

Is this intended to work like this, or not?

this is happening with every proc set which have

When you deal damage, you have a x% chance

every this set is proc while you have taking damage, 1st this "working" in set like this is since velidreth come
