A suggestion for proc sets

I was thinking we could make proc sets an active ability. Instead of something that is a RNG ability how about something that you could actually place on your ability bar and activate? We wouldn't have to change anything about the actual set damage because I think most people would be fine with the damage or other effects if it was something that a person had to actually activate. I think it would also provide some more diversity to builds if someone could gain an ability that they do not normally have available to them through class or weapons.
