From what I understand, Murkmire was originally supposed to release a couple months ago, but then needed to be reworked along with Craglorn when the Adventure Zone concept was dropped.
I still honestly expect we'll see Clockwork City, Mephala's Realm, and Murkmire before Vvardenfell, simply because they've been in the works longer.

This ^, or they're keeping it all for a huge expansion-like update.
It is just indeed odd that we got data for Vvardenfell in the code, yet not Clockwork, Spiral Skein and Murkmire.. Especially considering all the latters was outright confirmed, and Vvardenfell never was.

I kinda doubt they're simply sitting on finished content though. I mean, I've seen that conspiracy theory before. But, if you can release something now, and get money for it... why wait six months? We're sitting in between releases, and people are already upset about the lack of playable content for two updates in a row. So, it really doesn't make sense to stick housing out there alone without also dropping a DLC to lure players back in at the same time.

Ah, that is not what I meant to say, but re-reading my own words I can definitely see why it sounds like that, my apologies.
But ay, I definitely agree, there would be no reason for them to sit idly with it. It is probably unfinished, or at the least on the backburner as most of the things were from the Quakecon reveal.
At least we can safely know that they have used assets from both Murkmire, Spiral Skein and Clockwork in the Orsinium DLC, so we know that something of it is done, at least in terms of art-assets and character models, so certainly some work has been put into it.

I doubt it. The update is right around the corner for PTS and they haven't announced any zones yet.

i said working correctly on all platforms and as an xbox player who can not load wrothgar at all, and has to reset her game in order to access hews bane or the gold coast (not that i do as if i am kicked while in either map i enter a seemingly endless loop to load a character on either map) i can confirm that the existing DLC's are not working correctly accross all platforms!

Oh, that's bad. I didn't know Xbox was in such a state. Hopefully it will all be resolved on Update 13.
