No, really. It does. Try taking heavy armour off, then compare it with your nude body. Try the Old Orcish Sentry. Compare it with your character's naked body. And this counts for both crafted armour and costume armour. The arm models are actually different. My partner and I spent time researching this to ensure we weren't going bonkers. We weren't. Heavy armour shrinks your limbs, arms especially. Try taking some screenshots and doing direct comparisons for yourself. I always knew that heavy armour looked really wrong for some reason in ESO, it's why I've never used it. I just couldn't put my finger on why until today, when it clicked.
We tried so many different armour combinations to actually confirm this, both costumes, drops, and crafted. The story was always the same, every time. We tested it across a number of races, too. Same story. And, of course, it looks really bad since you're no longer as buff as you made your character to be (you're now much more twiggy); And yes, it's even worse for women since they can't be as buff in the first place (why, ZOS, exactly?); But the most baffling aspect of all of this? Why? How was this not noticed and fixed? Can they not fix it?
It's just one more twig on the pile of why I find myself feeling more and more weary of ESO of late.
Footnote: If you hadn't noticed this already, sorry. I know you won't be able to unsee it, now, just as we can't.
