✭✭Come on ZOS get real every time I throw a Mud Ball at a person marked I chalk up a bounty. Then I have the guards chasing all over the place and cannot finish the achievement.
You're harassing NPCS with mudballs... they have the right to call the police.... I mean guards on you. Deal with it. -

✭✭✭✭✭If you throw the Mudball at the ones you are supposed to throw it at, then no bounty. At least for me this morning.
I got the quest, and I remembered from a post yesterday someone asking about where to find the Skald King. So, I get the quest this morning, go find him, and throw the mudball. I get a bounty. Weird. Then I look at my Journal, I know I know, RTFM, and it tells me to find people in Skywatch, not the king. So, I go there, and I find I have to turn the Attack Innocents on. Weird, so I do with Trepidation, position myself to make a get away and fling a mudball. No consequences. Then I get the follow up to fling one at an ambassador. So I go and do that, and no bounty.
So, are you flinging the mudball at the ones the Journal is telling you to?Enjoy the game, life is what you really want to be worried about.

✭✭✭✭I completed the quest by just hitting other players.
Hitting the leaders only completes the achievement but not the daily quest. Deal with any good stolen items before attacking the leaders as they are often inside with guards making it difficult to escape.

(Possible for Skuld King) Or have an invisibility potion and one of those forged pardons from the Thieves Guild dlc. Then throw, drink, absolve. The three rulers, plus guards. You get bounties for throwing them at guards too.

It's one of the festival quests, set in Skywatch were you have throw mud balls at 10 NPCs and an ambassador. One of the possible box rewards are 10 one time use balls, or a memento with unlimited. You can throw the two latter at players. I got hit twice leaving Skywatch. I tested one on a player under the main tent. Kind of felt bad about that one, they were just standing there. Lol a little grumpy. If you are doing it correctly you won't get a bounty. You are throwing them at the wrong people. I turned allow attacking innocents to off and only threw at people it would allow me to. -

✭✭✭✭✭I got a bounty from all three leaders. But so long as you avoid guards with torches for a few minutes you should be fine. There's that one outside Emeric's castle to the right. That ***.
Having to change a game setting before and after is bad quest design though. And I'm only getting the title on one character because I asked myself, would I rather have an achievement or keep my second Mundus, and that was a super-easy question to answer.signing off -

Do you also get angry when guards catch you doing Dark Brotherhood quests and you get a bounty? You are also just following the journal, are you not?
Guards and the leaders are not fooling around, of course they would be mad and give you a bounty for that. Hit literally anyone else in Skywatch. They are in the middle of a festival and okay with some silliness. Mudded every living thing in skywatch it even let me mud a ghost and a cat not sure if a glitchI'm everything that doesn't belong in the pact but i'm there anyway...
