My main is in DC, so I wonder if there's a way to get to Windhelm to partake in the Festival quests, or at least to initiate it. I haven't completed Cadwell's Silver/ Gold, so that's not an option.
You can get to every area of the game right from the beginning, since One Tamriel. Look for navigator NPCs, they can take you to Windhelm. Take a look here: uesp.net/wiki/Online:Transport#Navigators_2
Use the Navigators in the Major Cities to travel to other Alliances/Zones you have not unlocked. Look for the Anchor or Wagon icons on the map.
Note, you may have to do a few jumps to get there. One for moving to the other Alliance, then one to three to get to Windhelm. To minimize, start the process in Zone 4 of your current alliance, if you can get there.
Or you can port to a Guild Mate, Friend or Group mate who is in the zone you want.

Go to the docks at the main town; Daggerfall? I think? Look for a npc that has "navigator" as the title. You should be able to travel to any other faction by boat. It should be an anchor icon on your map.
Going to Windhelm might be a bad idea, at the moment.
One Tamriel update has opened the whole world to be explored right after you exit the Coldharbor tutorial.
You can right click on a name of a friend (regardless of alliance) in a guild and travel to them. There are also anchor icons in starting towns where you can talk to an NPC to take you to another Alliance.
