Im a level 13 templar placing my points in magicka. All my armor/weapons i am crafting, should i enchant them based around magicka? Or is it viable adding things such as cold damage or whatever.

Right now, the points dont seem to matter on where to place them, as things die rather easy. But again, im only lvl 13 and would like to know for future reference (higher levels-early stages of 50)

There's no simple answer to this.
It depends on many factors and most importantly on your play-style and what kind of content you want to run.

As a general rule, i use my main attribute points to define the basis of a character.
In your case all points in Magicka for a Magplar.

Then i use my gear enchants to boost other stats that are important to me.
Damage, mundus, regen and crit being on top of that list but sometimes you also want to boost resist, health etc.

Also don't forget food/drink buffs. And after level 50, you'll get CP points to help boost your stats even further.

For Magicka DPS, most people do Magicka Glyphs on all armor pieces, Spell Damage Glyphs on all jewelry pieces, and a Weapon/Spell Damage Glyph on weapons. It makes your sustain suck, but your deeps go through the roof.

Well, your going to use the same Glyphs on all your armor. It is the Jewelry or Weapon Glyphs that will vary.
Enjoy the game, life is what you really want to be worried about.
