Are mages guild quests level gated in 1T?

I didn't think they were. But I did the first mages guild quest, then went to the grahtwood mages guild. When I talk to valaste she just says the book has been translated with no option to start the next quest. Travelled between a couple cities to see if the messager would approach me but no luck. Any thoughts?

✭✭✭No they're not gated by anything other than needing to get to the guild house in the zone that has the next one.5

Annalyse✭✭✭✭✭Did you try going back to the Vulkhel Guard mage's guild? I did that one time after travelling around, and it worked. Shalidor accosted me the minute I exited it.
Edit: Just remembered, Mage's Guild quests are restricted to the mage's guild skill level. Go learn more lore books to increase it. But it can still sometimes bug and visiting the previous mage's guild can sometimes trigger it.Edited by Annalyse on December 10, 2016 4:56AM0 -

Edit: Just remembered, Mage's Guild quests are restricted to the mage's guild skill level. Go learn more lore books to increase it. But it can still sometimes bug and visiting the previous mage's guild can sometimes trigger it.
The quests are not gated by MG skill level. I did them all with rank 3 skill.
Usually you will be approached by Shalidor when you exit the guild hall after completing a quest. Sometimes the game hiccups. Going to another guild hall usually fixes the problem.
