About the restoration skill, Force Siphon

According to wiki's, the active Restoration staff skill, Force Siphon , restores life to me and nearby allies, with each attack against the enemy.
Can anyone explain to me how this works? If I attack it, do I heal myself and allies, or does every player get their share of health individually (eg: I don't attack the enemy, so I get no healing from this, while my Nightblade DW friend strikes alot and gets much health from this himself).

Also, morphing it to Siphon Spirit, it also recovers +1% magicka. Does this also work like the health restored, explained in the answer to my previous question?

    Both magic return and health restore are based on if you hit it.

    Edit- only the one that hits the enemy gets the return.

    As Doc mentioned, it restores only if you connect with an attack. It can proc from direct damage or damage over time. This particular skill scales up the health restoration as the skill ranks up from I to IV; the 1% magicka restored remains at 1% regardless of skill rank. There is a 1s global cooldown on the restoration per person, so if you hit said enemy and proc the returns from this skill, it will be 1s before you proc it again. With all of the DoTs and weaving that occurs, it is virtually guaranteed to proc every second. I will have a different cooldown than you, so if our attacks are staggered we can each still proc it per 1s.

    The only thing I am unsure about is the 1s cooldown, as I haven't recently double-checked it. It was still 1s last I checked, and I don't think anything has changed. But I would throw this out there to err on the side of caution anyway. I still actively use Siphon Spirit in all trials unless it is being run by the other healer, otherwise I would run Ele Drain. Having both is imperative for groups with heavy magicka focus.
