Advice for a hard magic dmg sorc build

Hi, what are some good sets for PVP and PVE where I do some heavy magic dmg?
I feel stam based dmg and other classes do heavy combat damage without having to solely rely on their destruct ult *cough* eye of the storm *cough*
I need spell penetration or crit whichever hurts more.
The problem with crit is the low chance of activation
Spinner ? Or rattle cage for that 20% spl dmg buff?, I need to collect divine pieces more.

There is another build that performs better with a vMA inferno staff on back bar, high magika use, but huge very hard. Not able to find it easily.0
