Cannot install ESO: "multiple launches of this installer is not allowed"

Reinstalling ESO on a new machine - the Install_ESO.exe file unpacks into the temp folder and the language choice comes up. After I select English and hit "Go", a progress bar appears briefly before an error window pops up that says "The Installer cannot be run: Multiple launches of this installer is not allowed. It will now quit".

Things I have already tried:
- verified that no other installers are running in task manager
- disabled firewalls / AV
- tried installing in safe mode, with nothing else running
- attempted method of locating Bethesda.net_Launcher.exe in the temp folders and running it - the launcher quits with a cryptic error message

This is on a brand new Microsoft Surface Book laptop - clean windows boot and pretty much nothing else installed.

Been trying for a few hours to get the installer to work, and I'm fed up and out of ideas. Any guidance?

Try closing any programs that you don't need open while installing as well. In addition, please make sure you are installing the latest version of the launcher from your profile page on account.elderscrollsonline.com.

If you are still having issues it is best to contact Customer Support. This will allow you to send in a Game Consultant which can give them further information on any other technical interference.

Were you able to get this to install? If so, how did it run. I have a friend with a Microsoft Surface Laptop (https://www.bestbuy.com/site/microsoft-surface-laptop-13-5-touchscreen-intel-core-i5-4gb-memory-128gb-solid-state-drive-platinum/5855804.p?skuId=5855804) and didn't want to recommend the game if it didn't play at all. She doesn't have the option of using another PC.
