Taking a horrible RNG system and allowing you to bypass that horrible RNG system with crowns is a horrible idea. Fix the root of the problem... the horrible RNG system and 8 out of 9 traits being useless on dps weapons. You don't fix 2 design flaws by charging people money to bypass them.

Nowdays I wouldn't be surprised if it was introduced to be honest.

Knowing ZOS' logic it would be the same as with the exp scrolls locked in the crown crates (whose introduction to the game was directly denied by ZOS a year ago), when ZOS decided to introduce super rare recipes for crafting the equivalents. It would be like: "you can already get these weapons in game with 0,01% drop rates, so making them available for purchase in the crown store is not p2w since you can obtain the same weapons by other methods as well".

what needs to be done is a token system triple the amount needed if you are finishing only NMSA.

As much as VMSA is making me want to throw my controller against the wall ... its actually not bad and can be fun only problem is the lag , its hard to finish it when things kill you and you can't see it OR... press heal..nothing..press heal..nothing PRESSING @##$% HEAL .. nothing dead... Lol comedy gold, had that a few times in VmA and pretty much snarled the same thing when I was going for flawless, just to die to a invisible enemy with no skills firing off.
