Can't zoom in/out by holding Right Analog then pressing Down/up with left analog. PC

Not sure what happen, installed an addon that I thought was the fault, but I completely removed it. I even reset my controls to default.
With gamepad support, I've always zoomed in/out by pushing right analog and holding down or u[p with left analog.
IS there any reason why it's broken now or did ZOS decide to remove it to balance OP mag users.
