20% chance when killing an enemy, restore magicka. Has anyone seen this proc?

yeh the enemy just glows blue for a second after they die (i believe)

It's strange, 20% chance is quite a high chance proc and it restores magicka to allies too just never seen any animation

Procs all the time for me. On console, it makes kind of a sound and there's a blue glow, I think just immediately after the kill.

As others have said; look for a blue particle effect and rushing sound on something you just killed.

I get it most when killing mobs .

I see it all the time as well. I'm not sure it's terribly useful but I do notice it when it happens.

Something you've likely not seen, however, as it requires a silly investment of CP (but I wanted to test it out) is the shield when drinking a potion, the startlingly weak and ephemeral shield when blocking (which lasts longer than the orb it creates, with a flapping-wings like afterglow) and the "go invisible after killing something with a heavy attack) which absolutely does not have to be a fully charged heavy attack.
