What is ability cost based on?

I am wondering what an ability's Cost is based on. Is a weapon ability's cost based on max stam? Are magicka based abilities based on max magicka? Is it increased as you level up even if you don't increase the ability's main attribute (stam or magicka)?

I know that cp will decrease the cost if you place your cp points into the right stars in Thief. I am just wondering what determines the base cost.

    The base costs are just some numbers of which a developer thought they would be good. Your max ressources only influence how much damage a skill will do, not how much it costs to cast it.

    Your skill costs are determined by your level. From lvl 1-50 and CP1-CP160 these numbers will adjust.

    The only other alteration comes in the form of cost reduction, available from CPs, enchants, sets or skills.
