VO's Minor Slayer now showing on tooltip damage?

I use Skoria on my sDK, it hits for 9k with no VO.
When I was leveling skills on other DK with VO I noticed the Skoria tooltip was "over 9k"
But I didn't put much thought into it at that time.
Later I decided to check the damage on my Stamplar, the tooltip says 9450, 5% more.
I wasn't inside any dungeon.
