Unable to install/use addons

Hey there,
like the title states I am unable to install or use addons.
I noticed a strange thing with Minion - the file path (which was auto selected maybe a year ago) for the addons was in the game directory, all the addons were in there and they worked fine, even though addons are not supposed to be placed there. Minion seems clueless in this regard, when I updated addons it just did nothing - at all.
So I deleted all of my addons manually, because uninstalling them in Minion did nothing. And now I can't install addons manually and I can't install them properly via Minion - the path for installed addons is correct: C:\Users\HUEHUE\Documents\Elder Scrolls Online\liveeu\AddOns
But the problem is that there is no AddOnSettings.txt in the folder and none of the other files either. I have tried installing addons via Minion and the addons are there but they don't show up or work in game and the game doesn't generate an AddOnSettings.txt file.
I've tried creating it manually and entering the strings and information but it just doesn't work.
I've tried repair on ESO Launcher.
I've tried re-installing Minion.
This is frustrating the crap out of me and I have to go to sleep because I have work tomorrow, I hope this wasn't too hastily written.
I'd really appreciate some help with this.

✭✭Did you issues start with the One Tamriel patch?
After that patch I had to manually change the path were Minion installs my addons. The are now in ..\ElderScrollsOnline\live\AddOns instead of ..\ElderScrollsOnline\liveeu\AddOns, even though I still play on the EU server.0 -
Shogunami✭✭✭✭So I came back from work today and found that, for some very odd reason seeing as I haven't done anything, there was an AddOnSettings.txt in the default live folder, not liveeu. I gave Minion another go and directed it to the ..\live\AddOns folder and re-installed a bunch of addons.
Started ESO Launcher and it prompted me to choose between EU and NA, like it does every single time for some reason.
Seeing as the folders are in the live folder, I choose NA.
Haven't been able to see if it works yet due to the out-of-nowhere maintenance that seems to have lasted almost 6 hours now.
Edit: I was able to try now and it works!
