Much for the same reason why Zenimax do not offer character transfers I would expect; contractual obligations.
I would expect that were it up to ZOS, they'd happily let you transfer from XB1/PS4 to PC or vice versa. The issue is that it's clearly not in Microsoft or Sony's interest for them to let you transfer away from their platforms because they earn a lot of money from Crown sales and such, letting you transfer away is lost revenue.
There's going to be a ton of law/contracts here that govern pricing of things. Even if ZOS want to have a sale, Microsoft may block it for one reason or another.

Wow, so Microsoft gets a percentage of money from the crown sells for using their platform?
So glad I did not buy a xbox.

That is not how things work. Plus I doubt anyone who wants fallout doesn't already have it. The rating was 9 at launch due to hype when the game was a 6. Not to mention both publishers you mention work for the same parent company.CJohnson81 wrote: »There was also a Fallout sale happening at this time on Xbox. Remember that Microsoft has to treat all publishers equally. Fallout had primo store real estate, front page splash, banner ad on the first screen of the dashboard, etc. They also have to allow other publishers to compete (plus the range of different publishers is good for Microsoft's store sales). Since Fallout was in whatever sale program Microsoft was offering, they likely couldn't also include ESO, or Doom, etc.

Which was exactly his point. If Fallout had a sale, and Microsoft wants to allow other publishers to compete they wouldn't want to allow other Bethesda-related games, like ESO or Doom, to go on sale as well because it wouldn't be fair to other publishers who want to do sales.jedtb16_ESO wrote: »CJohnson81 wrote: »There was also a Fallout sale happening at this time on Xbox. What makes you say that? That you think it was down to MS and not ZoS?
