I agree...it feels completely wrong to pointedly bypass NCP's who are trying to flag you down so that they can solicit your help. Before OT it was difficult enough keeping the quest queue from filling up partly because of the various daily quests, and story quests in the huge game. Now with OT, it's easily much more difficult. ZOS, even if you have to have an open quest limit for some technical programming, or performance reason, 25 seems extremely low, for such an expansive game that was made even more expansive to the PC's view in OT.
Sometimes people like to just go exploring, and there are quest givers out in the middle of nowhere. Some of these off-the-beaten-path NPCs can be hard to find, so it's good to grab their quests when you run across them. Also, most solo delves have their own mini quests, and there's items out in the world that when interacted with also give quests. What is the point in being able to go explore the world if we can't gather quests while we do so?
Most of the hub quests, as well as the main story lines, are also nested and send you on to the next area.
If you're not ready to go talk to So And So over in Who Knows Where then why should you have to drop the follow up? Chances are you will forget to go back to the area you finished questing in to get the follow up quest again if you do drop it.
All of these things are just vanilla game. Now we have dailies all over the place as well to add to writs (6 quests right there if a person does them, and having to them 2 or 3 at time due to full quest journal is annoying).
We are talking about quality of life here. There's no reason not to have more quest slots, especially since questing has changed a lot since day one of ESO.

I am sure ZOS will be sympathetic and probably missed the impact on this.
I normally do all the quest in a town before moving on anyway.
So I guess i dont get hit as hard as people that just hoard quests.
Admittedly being sent all over one tamriel now, does put you in random towns all over the place, rather than a fairly constant followed path.
Tamriel has need of our help against Molag Bal and his minions but we can't offer our heroic services because y'know.. quest log is full. Tough luck plebs.
