If you go past any Mages Guild hall, Adelle Montagne should appear there to give you the first quest. Otherwise, head to the guild hall in Vulkhel Guard (AD), Daggerfall (DC), or Davon's Watch (EP), and Valaste will give you the first quest.I joined by speaking with the lovely lady near the entrance to the mages guild hall inside.
