Could be that the ESO+ Simply didnt renew due to lack of cash on the account? Have she tried looking for it in the PS store to see if that was the reason?
One time my ESO+ didnt get renewed for some reason(I had cash on the account). I went to the PSN store and renewed it. Problem solved..

Hopefully this can be resolved. They use magic things for picking up the bots and the cheaters and sometimes this does throw up false positives.

Where did she buy her original copy of ESO from? Could there be a problem with her having a legitimate copy of the game to begin with?
ESO is not free to play - yet. You still must purchase the game to begin with.

You will no longer be charged for membership on a recurring basis, and your access to ESO Plus™ benefits will expire at the end of your current membership.
She sent mails to you but didnt get any respond yet. There is no any reason given by you why she suspended.
