Had this discussion with a few people now - and everyone agrees it would be fun...
For those that want Vigor etc but hate PvP... we've catered for PvPers (with the inclusion of the Golden vendor) who don't like to do PvE content - how about some vice versa love?
So... what about a Cyrodiil map, or style of map, that is purely PvE. Siege castles in a 12-24 man group (like trials etc). But compete purely against NPCs. You could include Imperial forces, barbarians etc. Something for people to really get their teeth into - providing totally brand new content, but based upon older stuff.
I know you could go into PvP campaigns like Azura's Star and do this - since the map is so empty, but the NPCs just don't offer enough resistance or challenge (nor do they give AP for killing them).
Lots of players enjoy the whole "war" concept - but the PvP content can be incredibly daunting for newer players, and ones that just don't enjoy getting killed repeatedly by the same zerg...
Thoughts?

So we're just going to act like PvP'ers are the only ones being catered to?? In fact I'd say that the Cyrodiil vendor was more for PvE'ers since the monster sets originally didn't come in impen.
Much of the difficulty/challenge that NPCs could provide is pretty much impossible - real PvP is dynamic while NPC guards are pretty much static / scripted to behave in certain ways. Sure they could buff the guards but that doesn't really change any strat at all. Fights would also only be centered around various keeps rather than a dynamic front-line including the towns, milegates, Alessia bridge, and open-field. NPCs doing anything sensible with group-like synergies, pushing an objective together, etc, would also be quite difficult to do in such a way that isn't easily cheesed.
