Is Any Race in Any Alliance only for PvP now?

This is not a complaint, just a question. I thought the introduction of Race Change tokens was going to make the Any Race in Any Alliance (ARAA) upgrade available to everyone and then found out it was restricted to prevent that, so I'm not sure if I've missed something here too.

As I understand it now One Tamriel is out if you want to (for example) play a bosmer in the Daggerfall Covenant and you don't have ARAA all you need to do is create your character, complete or skip Coldharbour and then use a Wayshrine to go to Glenumbra and you'll be able to play exact as if you had chosen DC when you created your character. The only difference will be any time you go to Cyrodiil you'll be fighting for the Dominion.

Is that correct or am I once again missing something? Is there any need for PvE-only players to buy ARAA?

    You will still only be able to start with the races that are locked to each alliance without the any race any alliance pack.

    The difference now is you will be able to take your DC or EP character and play with them in AD areas immediately as well as group up and run into players from other factions.

    You can choose any race for any alliance. With One Tamriel alliances are no longer segregated in PvE zones. Now every zone has players from all three alliances together, able to interact, and same chat.

    In Cyrodiil the alliances are separated as before. Each alliance with their own zone chat. No change in Cyrodiil.

    Edit: yes you need "any race any alliance" unlocked.

    You might have to go back to your home alliance for main quest, guild quests and writs but haven't tried it.

    Without ARAA your Bosmer will still be an AD character. Sure you'll be able to travel to DC lands immediately and play that content first, but for the sake of Lore continuity and the main quest (Messages Across Tamriel, primarily), you will still be AD.

    When a character is created one must choose an alliance. Players are limited to the three races for that allaince unless thau have purchase the package allowing any race.

    Being able to quest anywhere is a separate issue and is unrelated.

    So basically ARAA is still the only way to genuinely change alliances play in a different alliances zone from the start but if you're willing to live with the inconsistences simply going to a different starting zone is a free alternative.

    That was poor wording. I should have said play in a different alliance right from the start.
