I can't see my quest tracker arrow therefore i can't find any quest

It's only the crafting boards who has one in the world and there are several in each city but my problem lies in the tracking the quest itself. I don't have "the white arrow pointing down" over npc/location etc where I go to progress at the quest, I'm having all these on all my characters what should i do?
