Since One Tamriel came out, sound won't work but combat sounds work but thats it how do I fix this?

I am not going to unistall the game and renistall, is there a missing file or is there something I have to change to fix this? Basically because Npcs won't use sound at all and also game music won't play either, plus only sound is the combat and using abilties. I play U.S Server and I have a feeling this has to do with the changes they made to make it where you switch between Na and eu in game. Is there a fix?

    Delete the usersettings.txt file. A new one is generated when log back into the game.

    No big deal doing so. It fixed the sound glitches after 64bit client was released.

    Yeah it did not work still not getting in game music. I think its a glitch on their end. I think some Eu players are having this problem.

    No encountered this on PC-NA, yet. Crosses fingers. Don't suppose your in game music setting is turned right down?

    Its not, its a bug or a glitch or something I don't know.

    Only problems I have with the music is two-fold

    1: I can basically only hear in my right ear on this game. I have to turn my right ear to whoever is talking to hear them.

    2. This game (even with in game settings turned up) is low on volume, but I built a new computer and haven't messed with anything yet to see if it is the hardware or not. And no, this wouldn't fix issue 1 because that started about 6 months after game came out.

    You haven't got windows set to 7.1 speakers have you, sometimes it switches over to that setting on windows 10 automatically.
