Are you waiting in the launcher or in the login screen after starting the game?
The launcher will all ways say The elder Scrolls Online (NA) even if you selected EU. In the login screen there is a red message saying EU or US. If your server setting is live-EU you have to wait until the message says EU server. That definitely doesn't take more than 5 mins for me...

It is an issue that many people have, me included, this needs to be sorted out on Zenimax end.
The point is that doing the work around I am able to play so there is nothing wrong with my installation except I somehow got the NA client the last update.
So what Zenimax has to do is to patch the client again making sure they give it to the right region.

The "experts" have posted multiple posts about this and fixing it and showing work arounds. The community is just nice enough to put up with your CAPS LOCK and immaturity.
