ESO plus 10% gain to character progression does not appear to be working

I'm leveling with a friend, exactly same quests, grouped through 30 levels and with same armor training levels there is no difference between us. He is at the exact level I am after 30 levels. No difference in our gear, we both have full training gear with blue upgrades. I would think after 30 levels there would be a difference. At 10% wouldn't it be that he is 3 levels behind me with the bonus from ESO plus?

    Depends on various factors, such as whether or not you both gain approximately the same EXP at all times or not and whether you or your friend pop Ambrosia or XP Scrolls.

    Same level, I get. But are you at the same XP?
    Tenesi Faryon of Telvanni - Dunmer Sorceress who deliberately sought sacrifice into Cold Harbor to rescue her beloved.

    Mol gro Durga - Orsimer Socerer/Battlemage who died the first time when the Nibenay Valley chapterhouse of the Order Draconis was destroyed, then went back to Cold Harbor to rescue his second/partner who was still captive. He overestimated his resistance to the hopelessness of Oblivion, about to give up, and looked up to see the golden glow of atherius surrounding a beautiful young woman who extended her hand to him and said "I can help you". He carried Fianna Kingsley out of Cold Harbor on his shoulder. He carried Alvard Stower under one arm. He also irritated the Prophet who had intended the portal for only Mol and Lyris.

    The experience required for each level is not linear so you wouldn't be 3 levels ahead at level 30. From a quick calculation if both of you weren't wearing training gear or had any other sources of +experience then you would be a little more than 1 level ahead of him at level 30.

    However, you are wearing a set of training gear which means your 10% gets you comparatively less. Wearing 7 pieces of Blue training gives you +56% experience from mobs which changes your gain to around 3/4 of a level ahead at level 30. The exact amount depends on how much experience you gained from mobs and how much from quests.

    I would check the exact experience levels of both characters to see if they are very close to the same level or not. If they are close then something is definitely wrong with your ESO plus +experience buff. You should also check your buffs for the "ESO Plus Member" buff.
