By which I don't mean that they have ADD. They just don't get enough attention to feed their egos and are overcompensating.
Please excuse my ignorance but when I land in wayrest or other highly populated centre there are large clusters of people doing nothing other than spamming special attacks or spells. I cant pass through without being turned red, have healing spells applied or some other crazy buff.
Do they get xp gains from this?
Its like a kids playground with everyone trying to show off, unless im missing something? (or just getting old and grumpy)

I think for the majority of players. Those who don't want to load multiple causeless effects when staying with people in populated areas.I am sorry if it sucks for you.
While waiting to get a group for - whatever or in Cyrodill que - I will ussualy spam spells.
Much like any twitch move, its there to keep brain occupied while its waiting on task at hand.
Nothing special really.
There are simply many people on one spot and most of them are waiting on groups to form.
I like to give spell cure buff to torchbugs in Deshaan. I dont know why, it's so... satisfying somehow..
Instead of killing others' fun... why don't you go outside and play in realme too, because
everyone loves fireworks
I wish ZOS would just make it so that any spell that hit an NPC or Guard would result in immediate bounty. People have come up with all sorts of cute reasons about why they do it, but we all know the real reason is to cause lag for other people. It's griefing pure and simple.
