Mage's Guild passive, Magicka Controller, broken?

The Mage's Guild passive, Magicka Controller, is supposed to increase your max magicka by 2% for each Mage's Guild ability slotted. I always assumed that it did until I was testing a build out today. Anyone have any input?

I tested it with no Mage's Guild abilities and then slotted one (the ultimate: Shooting Star)... yet there was no increase. Then, I slotted Mage Light... yes, there was an increase... but only because of Mage Light's built-in increase of 5%. I've tried several different combinations... but there's no 2% increase for each Mage's Guild ability slotted on my Character Sheet tooltip nor on the damage of my abilities.

Can anyone confirm whether this is broken or if it's just my tooltip?

    Character Sheet bug.

    You have to exit and re-open it a couple of times for the stat changes to take effect.
