Master Resto Staff Bugged: Only returns stam to allies standing close to the healer.

TL;DR: Master resto staff only returns stam to allies standing within 8 meters of the healer, regardless if they are healed by the Grand Healing or not.
The master resto tooltip says: The first tick of Grand Healing abilities will restore X stamina to allies affected. Adds Y Maximum Magicka.
I would assume that means that any ally being healed with a Grand Healing ability will also restore said amount. Currently that is not the case. Allies standing in the vicinity of the healer (8 meters, the radius of Grand Healing) are only getting the stam return.
We tested this by having the ally drain some of their stamina and holding block to stop the stam regen. The healer would then heal in these situations:
Situation 1: The ally away from the healer (greater than 8m) and getting healed by Grand Healing: No stam return.
Situation 2: The ally close to the healer and getting healed by Grand Healing: stam is returned.
Situation 3: The ally close to the healer and not getting healed by Grand Healing: stam is returned.
Having the Master resto staff charged or discharged made no difference.
Now in a trial situation this is no problem if the group is stacked fairly tight. However if the healers are far away from the melee stam users (who would need it the most), then they would not see any benefit from the resto staff enchanment.
