Question about soul gems

Currently soul gems fill relative to the level of the creature killed but when One Tamriel hits, if I understand it rightly, all enemies will be cp160. So how will we fill anything other than Grand gems? Will it scale to your current level or will anything fill any gem? Or something else I haven't thought of?
Just curious because I couldn't think of a good way for it to work and have tons of empties I haven't got around to filling, wondered if I should do it now before OT
