GeForce GTX 750 TI with 2 GB graphic card
16 GB DDR4
2 TB Hard Drive 7200 RPM

I'm not a technical expert. I am considering of financing this desktop.

Your opinion? Will it run on high setting?

it can on pve. But you generally want as much as you can as ESO can often hit bottle necks even in high end PCS under the highest setting in cyro.

Also textures will load slower and you will notice it. a 780 or 880 would be ideal.

If you hate loading screens consider SSD but i think loading is still tolerable.

Your computer is really good and should run ESO fine on high, with the occasional hiccup but that happens to everyone as this games functionality is weird sometimes.

Might be better to upgrade the video card to a 4GB or better, but I would not say it's required. And, you can upgrade the video card later. x60 or x80 cards from Nvidia are more suited to gaming, the x50 cards are more business class video cards.

An SSD will really help with load times, so that is pretty much a must. However, good thing it, that is also an easy 5 minute upgrade (including copying over your existing drive so nothing needs to be reinstalled) so that can also be done later if you feel the need.
Enjoy the game, life is what you really want to be worried about.

I run the game on a 5-year-old XPS. It was at that time the price equivalent of the machine you're proposing to buy.

I have no problems running this game. I have most settings on high with one on ultra - the NVidia recommended settings for my 560ti graphics card.

The only downside is that it pushes my old rig to its limits, and the fans all run at top speed. It's a bit noisy.

I don't think you will have any problems running this game on the rig you are proposing to buy.

I had issues with my computer (old one) when I started playing. I went back and found this. It is the Minimum/Recommended Requirements for ESO as set by them. Hope this helps.

The Elder Scrolls Online Minimum Requirements
CPU: Dual Core 2.0 GHz or equivalent processor
    CPU Speed: Info
    RAM: 2 GB
    OS: Windows XP 32-bit
Video Card: DirectX 9.0 compliant video card with 512MB of RAM (NVIDIA GeForce 8800 / ATI Radeon 2600 or better)
    Sound Card: Yes
    Free Disk Space: 60 GB
The Elder Scrolls Online Recommended Requirements
CPU: Quad Core 2.3GHz or equivalent processor
    CPU Speed: Info
    RAM: 4 GB
    OS: Windows 7 64-bit or Windows 8 64-bit
Video Card: DirectX 11 compliant video card with 2GB of RAM (NVIDIA GeForce 560 Ti / ATI Radeon HD 6950 or better)
    Sound Card: Yes
    Free Disk Space: 60 GB

Also, there is a web site called "Can I Run It". Will test your system for tons of games including ESO.

Thank guys. This is very helpful. I decided to finance a different desktop. I'll post a new spec and I hope it will last for a long time.

    Alienware Aurora R5 Base desktop

    8 GB (4 GB × 2 DDR4) 2133 MHz SDRAM (I don't know what MHz means).

2 TB Hard Drive 7200 RPM

NIVIDA GeForce GTX 960 with 4 GB GDDR5

    Intel Core i7 6700 (4 - cores, 8 MB cache) Turbo boost 2.0 GHz up to 4.0

    460W PSU cool chassis

I hope this is worth every penny. This isn't cheap.

I just signed a contract. This will be my first gaming desktop. I never had one before.
