Igneous Weapons not applying Major Brutality to yourself in groups

I think there must be some kind of aoe cap on Igneous Weapons. When I cast in a group, some get it, but I never do. When I cast it alone, I get the buff. Could you fix this please? The tooltip states you and your allies. I'm ok with a cap, but it should always hit me. @ZOS_GinaBruno
