No cannibalism in Arena, Daggerfall, Morrowind, Oblivion, Fallout or Fallout 2. It is present in Fallout 3, Fallout New Vegas, Fallout 4 and Skyrim.
So if anything, it is part of a (Bethesda's) Fallout franchise, and in the Elder Scrolls series (with the exception of Skyrim ) it only appears as lore or as rumor/curio, just like in ESO.

With that said, I wouldn't mind the inclusion of cannibalism (emote is fine too) to ESO; whatever helps with roleplay/immersion.
Oblivion had it in a very minor way - added in the Mehrunes' Razor DLC. You could consume a beating heart to get a disease called Cannibal's Prion.

ESO wasn't developed by Bethesda (as much as i wish it was), ZOS made it and are just using the Elder Scrolls name for an MMORPG.

Im sure that when Bethesda rolls out TES6 there will be plenty of cannibalism

Not really a valid argument here. By that logic ZOS could leave anything out of the game no matter how big or how small. You either have the rights to make the game or you don't.

It was mentioned couple of times by officials that ZOS and Bethesda work tightly and communicate about lore.
And, as already stated in this thread, there is cannibalism in ESO, just not as usable mechanic or emote.

But Bethesda didnt have devs working on ESO, they may have been consulted for lore but never worked on the game. they just published it and let ZOS use the Elder Scrolls title. lore has been broken on numerous occasions to work with the game, so saying Bethesda is responsible for the game itself isnt true

Yes! Thank you! It has been mentioned many times on ESO-Live that the writers and devs at Zos communicate with the Bethesda team. And let me remind everyone, Bethesda created Zenimax Media in 1999. And later Zenimax Online Studios was created to produce ESO. I'm positive, Todd Howard has his hand in ESO...:) They are the same company, just different divisions of each other.
And having played TES since Daggerfall, I really dont remember "cannibalism" being a thing in those games. Besides a case of corpus or Bosmer lore..

The Forgotten Crypts in Deshaan. It's where you get the Questionable Meat Sack (it's people!).

In fact, the Questionable Meat Sack IS a sack of humanoid flesh which you can trick other players into eating, so... yeah, in a way, cannibalism is alive and well in ESO, and you can get other players to unintentionally ingest some fellow travelers.

I love this momento...when I get really bored...I place it in front of the bank in the newbie zone and watch people eat it and get sick...

Regarding that, I was talking about cannibalism as a game-play mechanic, not as a lore tidbit (<-- see what I did there). And cannibalism, as such, only appeared in Skyrim.

Well I do think they should add a skill line for it. That gives you the abilty to eat a corpse but gives bonus health regen/magicka regen and bonus stamina regen for fifteen minutes if the corpse you eat happens to be your own race. As well as temp bonuses to health stamina and magicka pool for eatting a corpse. If your a vampire they can add a perk that gives bonus damage for feeding on corpses while a vampire This will give also give a special feeding animation bending down and biting into the corpse then drinking the blood but after you can then eat the corpse again with the normal cannibalism animation. So they can make this count for vampirism feeding and canibalism. I would like to see this.

There would need to be a drawback for balance, unless you're suggesting that every player should be a cannibal, which is both utterly preposterous and extremely gross and I want no part of it. Just like with Vampires and Werewolves there needs to be something sacrificed for whatever is gained through cannibalism or else anyone not being a cannibal will be gimping themselves, and there's no part of that which is anything close to okay. You guys can be psychos if you want but leave the rest of us with no interest out of it.
So what drawback is there in being a werewolf Again?

You get a weakness to poisons when in WW form. And no benefits if you don't have the WW ultimate slotted in your active bar
That's only when you choose to transform which don't need to do, so again what is the drawback for being a Werewolf? what can a non-werewolf do that a werewolf player in Human form cannot?
