Interesting Variances on Weapon Skill Progressions

I'm working on a section for Sunshine Daydream's website that shows weapon skill lines ordered by level progression, and noticed an oddity while working with a template for weapon skill pages.
Staff weapon passive skills are unlocked at skill levels 5/34, 10/17, 25/30, 28/46, 41/50.
All other passive skills (except dual-wield) unlock at 5/34, 10/25, 17/28, 30/46, 41/50.
Dual-wielding passive skills are unlocked at skill levels 5/30, 10/17, 25/34, 28/46, 41/50.
(comma separated left-right in the order skills are listed on skill screen top-bottom, with each #/# pair representing skill levels when ranks unlock to spend another point in the same skill)
I'm wondering if this was intended or was an error that slipped in. For those that have been around a lot longer, was there a reasoning shared for staves to progress differently than all other weapons? And why, if anyone knows, is dual-wielding altogether different from everything else?
Yes, yes, curiosity kills the cat, but I'm not a Khajiit (most of the time, anyway), lol.
