Did you finish the main quest portion of Coldharbour? Or else, did you talked to the NPC that ports you to Craglorn for the first time?
AFAIK, you can only drop writs in Craglorn once you get there "legally" by following the quest, even if you're above level and have already visited the zone.

You're actually lucky to be turning in in Coldharbour; I have a character that turns in Enchanting (7/10) in Craglorn, Alchemy (7/8) in Craglorn, and when I raised my Provisioning to 5/6, stayed in Malabal Tor, doing the exact same recipes as 4/6. Been like this for 2 months.
Must we continue to ask? Can we PLEASE turn in writs where we wish? What's the difference? Maybe with One Tamriel?

Turning them in anywhere would be great. Auridon is an easy place to do them for me with access to all the stations I need in one smaller area and writ drop off right down the road. Closer together than Elden root too. I think they don't know how to do code so that you can turn in a writ at any of the set locations and get back the equal for it. Or maybe they thought it would be easier for players in set that zone to go to that place, but the reality is that most players don't level their (or all their) crafts equally on par with the level they are at. Some do crafts after they hit 50. Some of them end up leveling fast on a toon they have after their main so they have more mats to blow through it faster. So now they have to run to multiple locations to drop off writs. Kind of a nuisance. Would be nice to just drop them all off at one place and X writ gets to pull from X writ reward group no matter the location.

Have you been to Coldharbor on this character, and at least talked to the Groundskeeper? Once you do that, you should be able to drop off and pick up writs in Coldharbor. That is what my L6 had to do.

Multiple characters wanting to acquire things at various levels... I mean really, come on now.
As a recipe collector, I have a character at every possible level doing all writs. Why? Because I want to earn them. It makes absolutely no sense why my max crafter is sent to Wrothgar for -ALL- writs and the crafter who is 1 step below that gets sent to Craglorn for 5 writs, and Coldharbour for 1.

@Miszou Not sure what is so hard to understand for you. I have a character devoted to craglorn writs because the surveys have the best chance at getting nirn (compared to just random node farming) and because I don't want to burn through all my v15-16 mats so fast.
