Does the new Town Capture in Cyro have mobs or other activities that award Tel Var, or is that still limited to IC?

Also, I know it's early, but any feedback about the Town Capture system would also be nice to hear. First Impressions?

    There is a problem in Bruma where The Pact Guards (presumably other factions too) located at the central Dolmen Flag Capture point, keep attacking a Bruma Ranger. it never ends . it should not happen . I hope I don't need to explain why .

    Otherwise , the new Town Capture in Cyrodiil is a Great addition , one I am very happy for . Positive First Impression .
