Imperial Skills
Shield Affinity: This passive ability has been renamed to “Diplomat.” Also, in addition to the current benefit it now increases your gold gained by 1%.

The playable one's are outcasts/rogue, so it's natural they would face scorn from all other races.

It's a thing. Even Imperials in Skyrim got more gold than other races.

It's a thing. Even Imperials in Skyrim got more gold than other races.
At the time of Skyrim and other TES games it makes sense, imperials dominate Tamriel, but that's not true in ESO.

So from what is the increased gold actually gained? I'm assuming monster loot and chests but what about quests, selling to NPCs etc? 1% isn't exactly a lot so if the sources of that increase are limited it's really of no benefit is it?

Only as a result of the soul burst. Imperials still have their inate racial entrepenurial traits. Their land is just being invaded by three armies plus the daedra. In fact, becoming a mercenary shows their entrepenurial spirit in hard times.
